Не уловил, в чем тонкость. По-моему, это все проходило ровно по инструкции. Там так прямо и написано:

"Лицо, отказавшееся сотрудничать с органами госбезопасности, предупреждается о неразглашении сделанного ему предложения о сотрудничестве подпиской или устно, в зависимости от обстоятельств".
