Я к тому что условия для них ничем не отличаются от тех, что написаны для Китая. Можно было бы написать:

China (inc. Hong Kong SAR and Macao), subject to confirmation of reciprocity

Но их написали отдельно. Может просто по привычке, и без всякого умысла, конечно.
