Well, I would not be so categorical. I live abroad, and visited many Estonian consulates. Every one I have been to exhibit the map of Estonia with borders according to Tartu treaty (that is deep into current Russia territory). Having that in official Estonian missions abroad, I would say borders (sorry for the pun :) ) on stating an explicit territorial claim. I suspect US would have treated like a claim if Russian embassies start featuring maps with Alaska included :)
Morover, at the time I still lived in Estonia, the discussion about the goal of restoration of old borders was still very active. Good if it is not so now, but there is nothing to say 'естественно' about.
Anyway, that is not too important and thanks for 122. What is important (at least for me), is what does the pargraph we discussed changes. And I still don't have good understaning of this.
