John Woodcock (Barrow and Furness) (Ind)

Given the crystal clear evidence of Russian state involvement in these attacks - indeed, in the masterminding of them - why have the Government reached the conclusion that the other deeply suspicious deaths of Russian dissidents and others on British soil should not be reinvestigated?

Mr Wallace

I read the BuzzFeed allegations about the 14 deaths that that report viewed as suspicious. We have re-examined those cases, with other people looking at them - rather than only the officers who initially did the investigations, we have peer-group looked at them - and I have tested the assurances that I have had. In those cases, the investigations themselves did not throw up anything that would currently lead us to be suspicious. At the same time, the investigations and actions were done properly.

Joint Statement on the Salisbury Attack

Office of the Spokesperson
Washington, DC

Mr John Whittingdale (Maldon) (Con)

My right hon. Friend has set out very powerful evidence that a British citizen died on British soil as a direct result of a Russian assassination, but she will be aware that there have been a number of other deaths in Britain in the past few years of Russian citizens or of people with close connections with Russia. Can she say whether those cases are now being actively re-examined?

The Prime Minister

My right hon. Friend is absolutely right to raise that issue. There have been a number of cases — the number of 13 or 14 comes into my head — and they have indeed been reconsidered by the police, who have looked at all the evidence in relation to those matters. I understand that a letter will shortly be going to the Chairman of the Home Affairs Committee setting out the outcome of that, but I understand that there is no cause for further consideration of those cases.

The environmental samples were then delivered to two designated laboratories, and the biomedical samples were delivered to another two designated laboratories. The collection, splitting, and transportation of the samples were carried out in-line with the relevant procedures of the Secretariat. The chain-of-custody was fully maintained. States Parties are not informed of the designated laboratories selected by the Secretariat to perform the technical analysis.

Выводы:

The results of analysis by the OPCW designated laboratories of environmental and biomedical samples collected by the OPCW team confirm the findings of the United Kingdom relating to the identity of the toxic chemical that was used in Salisbury and severely injured three people.

The TAV team notes that the toxic chemical was of high purity. The latter is concluded from the almost complete absence of impurities.

The name and structure of the identified toxic chemical are contained in the full classified report of the Secretariat, available to States Parties.

Q: There are reports that Chinese State Councilor and Foreign Minister Wang Yi will visit Moscow and meet his Russian counterpart Sergei Lavrov. Could you please confirm it? If yes, what are the main topics of their talks?

A: As is known to all, China and Russia enjoy very good relationship. President Vladimir Putin has sent his warm congratulations to President Xi Jinping immediately and President Xi Jinping has also congratulated President Putin on his reelection instantly.

Under the strategic guidance of the two heads of state, the China-Russia comprehensive strategic partnership of coordination has been operating at a high level and embracing new opportunities. We have full expectation for and every confidence in the future of China-Russia relations.

Moreover, State Councilor and Foreign Minister Wang Yi has stayed in close touch with his Russian counterpart Sergei Lavrov. As for the specific visit you asked about, I have no information at hand for now. We will let you know in due course once we have it.

26 марта:

As the Special Envoy of President Xi Jinping, State Councilor and Foreign Minister Wang Yi will pay a working visit to Russia from March 27 to 28.

Q: What are the special considerations for Special Envoy Wang Yi's visit to Russia? Please brief us on the arrangements and expected outcomes of this visit.

A: State Councilor and Foreign Minister Wang Yi's visit to Russia as the Special Envoy of President Xi demonstrates the uniqueness of China-Russia relations which are operating at a high-level. President Putin has just been reelected as the President of Russia and China-Russia relations now face new opportunities for development. State Councilor and Foreign Minister Wang Yi will meet with Russian leaders and hold talk with Foreign Minister Sergei Lavrov, during which they will have an in-depth exchange of views on the arrangements for the exchange of high-level visits within the year and stepping up bilateral cooperation in key areas.

Q: First, according to our information, State Councilor and Foreign Minister Wang Yi's visit to Russia was canceled. Can you confirm it? What was the reason? When will the visit take place again? Second, the White House announced that the Chinese government informed the US about the visit paid by Chairman Kim Jong-un, I wonder if the Chinese government informed the Russian side as well?

A: As to your first question, I may need to correct you that State Councilor and Foreign Minister Wang Yi's visit to Russia is postponed rather than canceled.

We said earlier that China and Russia agreed that President Xi Jinping's Special Envoy, State Councilor and Foreign Minister Wang Yi would pay a working visit to Russia from March 27 to 28. But as we all know, on March 25, a massive fire at a shopping mall in Kemerovo caused major casualties and property losses. You may have learned that the Chinese leaders sent messages of condolences to the Russian leaders immediately. Considering the major adjustments in the agenda of Russian leaders, China and Russia have agreed to postpone State Councilor and Foreign Minister Wang Yi's visit.

As to your second question, China will surely inform relevant parties of the information about Chairman Kim's visit.

Foreign Ministry Spokesperson Lu Kang's Regular Press Conference on March 13, 2018

Q: Two people in the UK were poisoned after contacting unknown substance. One of them is the 66-year-old Sergei Skripal who used to work for the Russian military intelligence service. In response to this, British Prime Minister Theresa May said to the Parliament on March 12 that the British government believed that Russia was highly likely responsible for the poisoning incident. What is your comment? Do you believe this will become a new diplomatic scandal?

A: We have noted relevant reports, but we are not aware of what really happened. Both the British and the Russian sides have responded to it. We hope that relevant parties could properly resolve this issue based on facts and through appropriate channels.

Foreign Ministry Spokesperson Lu Kang's Regular Press Conference on March 15, 2018

Q: Yesterday, UK Prime Minister Theresa May announced that 23 Russian diplomats have a week to leave the country, after blaming Moscow for poisoning a former Russian intelligence officer. The Russian side denies all these accusations. How would China comment on the situation? How will this affect international cooperation on resolving today's hotspot issues within the framework of the United Nations Security Council?

A: As I said yesterday, we have noted the response from Britain and Russia on it. We hope that relevant parties could properly resolve this issue through dialogue and consultation in the spirit of mutual respect and equality while respecting facts and acting in strict accordance with the purposes and principles of the UN Charter and relevant international laws.

Russia and the UK, as permanent members of the UN Security Council, are two important and influential countries in the world. We hope that they could properly resolve this issue through consultation. After all, maintaining communication and cooperation between permanent members of Security Council could not be more important.

Our work to understand the events leading up to Sergei and Yulia becoming seriously ill is ongoing but at this time we know the following:

Yulia arrived at Heathrow Airport on a flight from Russia at approximately 14:40hrs on Saturday, 3 March.

At approximately 13:40hrs on Sunday, 4 March, Sergei and Yulia arrived in Sainsbury’s upper level car park in the Maltings.

At some time after this, they went to the Bishops Mill Pub before going to Zizzi Restaurant at approximately 14.20hrs, where they stayed until around 15:35hrs.

Emergency services received a report from a member of the public at 16:15hrs and police officers arrived within minutes at the scene to find Sergei and Yulia extremely ill on a park bench near the restaurant. Subsequently, scientists have determined this to be the result of an identified military grade nerve agent.
