"Gouveia further confessed that when he saw the tower fire on the news he decided to go down to the Westway to lend his support or volunteer. He said he went down to the Westway on the 16 June and waited outside the Westway centre near the rubbish to see if he could pick up any item for himself that had been discarded. A female volunteer came up to him and asked him if he was a Grenfell survivor and assumed he was. As a result he went along with this and received £50. He then saw several other people including a journalist handing out leaflets for all the agencies and charities. Another person told him to go to Al-Manaar Mosque to receive clothes and food. He confessed that he went along with the process, and as a result got swept up in the relief effort and pretended to be a Grenfell survivor.

Gouveia also told officers that at some point he knew he would be asked about the occupant of flat 42 so decided to find out where their post would be re-directed to. He said he attended a postal deport in North London and went to ask if any mail in his name had come. He said that whilst one of the postal workers was checking he saw post for different flats from Grenfell Tower and had a look at was available for flat 42; this is where he found out the name of the actual occupants of flat 42 Grenfell Tower and from then on he was able to provide more accurate detail when asked."
