Так вроде rydel все правильно объяснил. FSA здесь означает freedom support act, а деньги оттуда идут прежде всего на "техническую помощь" (то есть консультантов, семинары и т.д.). Вот прямо сказано:
It is important to understand that FSA assistance consists primarily of technical assistance. It does not entail the transfer of funds to host governments but the provision of expertise and know-how to work with governments, the private sector, nongovernmental organizations, the media, and other sectors of society to advance democratic and market reform.
Угу, спасибо... а что такое Obligation/Unobligated? И как понимать соотношение первой и второй таблиц -- цифры в графах FSA + Transfer нижней таблицы суммарно дают цифру в графе FREEDOM Support Act в верхней таблице? Если FSA = FREEDOM Support Act, то это непонятно.
