We are one of the few countries in Europe that has the capability to defend its territory with military means. We will not abandon this effort; we will continue to develop our defences further. Changes in the nature of warfare give us cause to review how exactly we need to go about this.

Насколько я понимаю - для них это принципиально, ибо является обоснованием свободного обращения стрелкового оружия в стране.

оружие у народа в основном охотничье, армейское оружие у резервистов не хранится и свободно не обращается. зато финляндия ввиду наличия очень длинной восточной границы единственной в европе не подписывает конвенцию о запрете противопехотных мин, и вообще, "[NGOs] learned from the land mine debate that it is difficult to discuss weapons in Finland: as a topic, national defence is virtually sacrosanct."
