Странное дело, он использует слова "араб" и "арабский" почти как обозначения чего-то чуждого и враждебного. "Арабские СМИ принадлежат арабам, искажающим факты".
Все-таки это перевод. Думаю, в контексте, да еще на "ливийском диалекте", эти слова имеют смысл типа "жители других арабских стран", то есть НЕ ливийцы.
