Интересно, озвучивалась ли такая формула раньше - когда талибы перечисляются через запятую с правительством Афганистана в числе тех, с кем США готовы сотрудничать? Мне кажется, что нет.

Такого не упомню. Хотя переговоры с Талибаном уже несколько нас начинались еще при Обамыче.

Ага. 2013 год. "The Obama administration continues to hope that talks with the Taliban will lead to a smoother and more peaceful end to America's 12-year war in Afghanistan." Это начало переговоров.

2016 год. "I will say it again—the only way to end this conflict and achieve a full drawdown of foreign forces from Afghanistan is through a lasting political settlement between the Afghan government and the Taliban. That’s the only way. And that is why the United States will continue to strongly support an Afghan-led reconciliation process". А это уже лично мессия, незадолго до окончания своего второго срока.

Не совсем слово в слово - но, по-моему, достаточно похоже.
