The German Constitution stipulates that the private radio stations are no more permitted to have an influence on public opinion than their public network competitors. Programs must guarantee “basic standards with regard to a variety of opinions”. The private radio stations are subject to a regulatory watchdog, the Federal Media Authorities, whose duties include awarding broadcasting licenses, program monitoring and ensuring that the stations show no form of political bias.

This is not exclusively German. Such legislation has been seriously debated in the US for years. US finally rejected the idea of requiring broadcasters (public & private) to offer "equal amount of air time to all sides of any debate of the public interest", motivating such requirment by "the scarcity of the public resources like radio frequences".

в США свобода слова регулируется иначе: если не ошибаюсь, там на рынке смей нельзя владеть больше, чем какой-то определенной долей этого рынка, иначе -- монополизм.
